    <p>1) Create a plan and/or policy to recruit a diverse Board of

      Trustees that reflect the community served and supports diversity.<br>

    <p>2) Demonstrate, through a mission statement, policy, board

      resolution or long-range plan, commitment to addressing community

      resiliency.</p>
