We have had luck with doing experiences, like for Winter Reading Club last year we gave gift cards to our local skating park to those who completed the club.
For Summer Reading Club completers we gave out gift cards to local area attractions. We find patrons really enjoy these experiences. It less materials and waste and boosts the local economy.

As a parent, I would personally not like to collect anymore "junk" that my child will play with on the car ride home and then throw it with all the other unused stuff she has collecting somewhere. We can all do without more annoying swag. All that said, sustainable writing instruments, yes! Kids can always use those. Books, heck yes (maybe like a bin of free books they can choose from). And I love the coupons idea for local kid friendly businesses.

Another option is partnering with local businesses for prizes- an ice cream shop may be able to give coupons for a free ice cream or a pizza place might give coupons for a free slice. I used to do this and make certificates for the businesses that thanked them for being library supporters. At the end of the season the library would either pay for the redeemed coupons or send a letter thanking the business for the donation, based on arrangements that had been made with the business owner.
If you go with seeds, please make sure you purchase seeds that are appropriate for your area!

I love the idea of seed packets or bookmarks, there’s also stationery.
At our library, the only children’s prizes we do now are books. This is sustainable because it’s not plastic, can be re-given (environmental) and every child deserves to own at least one or two books (equity). No one has complained about no more oriental Trading Company.
